City of Masvingo records strong first quarter Budget Performance in 2026

City of Masvingo has recorded a commendable first quarter budget performance for 2026, achieving 74 percent of its budgeted revenue for the period ending March 31, reflecting the local authority’s continued commitment to prudent financial management and service delivery.
According to the First Quarter Budget Performance Report, the City realized total revenue amounting to ZWG 192,054,867 against a budgeted revenue target of ZWG 259,528,722, representing a 74 percent revenue collection rate.
The encouraging revenue performance enabled Council to implement several key development projects aimed at improving service delivery and enhancing the quality of life for residents.
Among the major milestones achieved during the first quarter was the procurement of critical road maintenance and public works equipment, including an iron roller valued at US$235,619, a bulldozer worth US$394,707.19, and an excavator costing US$180,768.55. The acquisition of the yellow machinery is expected to significantly improve the City’s capacity to undertake road rehabilitation, infrastructure maintenance, and other public works using in-house resources.
Council also made significant progress in the health sector through the construction of the Runyararo Maternity Clinic, which cost ZWG 232,315.12. The facility is expected to improve access to quality maternal healthcare services for residents.
In promoting sport and community recreation, the City invested ZWG 1,190,000 in the rehabilitation of the Mucheke Multipurpose Sporting Facilities, while a further ZWG 800,417.93 was spent on the construction of ablution facilities at the Mucheke Stadium B Grounds, enhancing the standard of sporting infrastructure in the city.
Despite these achievements, the City continues to face several financial and operational challenges.
Council noted that the continued increase in debtor balances is negatively affecting its capitalization and operational efficiency. The accumulation of creditors, largely resulting from low payment levels by residents and ratepayers, has also placed pressure on the City’s financial position.
Infrastructure development has further been affected by the non-disbursement and delayed release of funding from central government. The long-awaited Mucheke Trunk Sewer Project remains incomplete after the earmarked devolution funds were not received. In addition, the late disbursement of Intergovernmental Fiscal Transfers and ZINARA grants has slowed the implementation and maintenance of critical infrastructure projects.
Council appeals to residents and ratepayers to continue honoring their financial obligations to enable the local authority to accelerate infrastructure development and maintain efficient service delivery across the city.

City of Masvingo Holds Alderman Conferment Ceremony for Councillors

City of Masvingo held a dignified ceremony to confer the status of Alderman on two serving and two former Councillors in recognition of their distinguished and dedicated service to Council and the residents of Masvingo.
Among the Councillors who were elevated to the dignity of Alderman is the Deputy Mayor, Cllr Daniel Mberikunashe, who was first elected into Council in 2013 and served Council in it’s various Committees:
1) Chairman of the Public Works and Planning Committee
2) Chairman of the Audit Committee
3)Currently a member of the Finance and General Purposes and Health Housing and Environmental Services Committe
4) Publicity Association Board
Alderman Richard Musekiwa joined Council in 2013 and is currently the Chairperson of the Public Works and Planning Committee, a member of the Finace and General Purposes Committee and a member of the Masvingo Publicity Association Board. In his first term of office in 2013 he served in various Committees including Health Housing and Environmental Services Committee and as a Chairperson of the Public Works and Planning Committee.
Alderman Against Chiteme was elected into Council in 2013 and served as Chairperson of the Audit Committee, member of the Health, Housing and Environmental Services Committee. Alderman A Chiteme was also a member of the Masvingo Agricultural Show Society.
Alderman Babylon Beta was elected into office of Councillor in 2013 and served in various capabilities including Chairman of the Finance and General Purposes Committee, Chairperson of the Works Council, Chairperson of the Masvingo Municipal Medical Aid Board, Vice Chairperson of the Human Resources and Gender Committee and a member of the Public Works and Planning Committee.
The conferment ceremony, held in the Civic Centre Town Hall today the 12th of December 2025, celebrated the contributions made by these former and serving Councillors during their terms of office.
The title of Alderman is the highest honour that can be bestowed upon a long serving and former Councilors and signifies exemplary leadership, commitment to service, and an enduring legacy in local governance.
Speaking at the ceremony, His Worship the Mayor Cllr Aleck Tabe commended the Aldermen for their immense contribution to the development and transformation of the City of Masvingo, saying, “Your service has laid a solid foundation on which we continue to build.
This recognition is a token of our gratitude.”
Family members, dignitaries, and community leaders witnessed the ceremonial awarding of Alderman badges.

City of Masvingo Holds SMEs Indaba and Expo

The City of Masvingo has successfully hosted a two day vibrant SMEs Indaba and Expo, bringing together small and medium enterprises, entrepreneurs, investors, and development partners.
The event which is still on day 1 is aiming to showcase local innovations, promote business growth, and create networks that support economic development. Exhibitors displayed products and services ranging from agriculture, manufacturing, fashion, to digital solutions.
Deputy Mayor, Cllr Daniel Mberikunashe and the Chamber Secretary, Mr Vitalis Shonhai in their welcome remarks emphasized the role of SMEs in job creation and economic resilience, reaffirming commitment to supporting a conducive business environment.
The Indaba is also focusing on dialogue sessions on access to markets, financing, and formalization.

Recent false information has been circulating on social media and other platforms regarding the alleged passing of a resolution to buy landfill equipment(compactor) for $700 000. The City of Masvingo wishes to address these malicious rumors and assure residents of the following:
FACTS:
1. Management carried out due diligence with suppliers and indicative costs ranging from $350 000 -$700 000 were obtained.
2. The cheaper option was to purchase a dozer and a roller at a total cost of US$450 000.
3. The Finance Director was instructed to prioritize the procurement of a dozer and a roller for use at the New Landfill in Cambria farm.
CLARIFICATION:
The City of Masvingo categorically denies that councilors passed a resolution to buy the ‘alleged’ $700 000 compactor and assures residents that:
1. Our commitment to transparency and accountability remains unwavering.
2. We prioritize the delivery of quality services to our community.

Pangaea Zimbabwe in partnership with City Health holds Community Feedback Workshop on Introduction of New HIV Prevention Products.
The City of Masvingo in partnership with Pangaea Zimbabwe today held a one day workshop in Masvingo with the objective of gathering feedback from the Community Advocacy Board (CAB) on introduction of new HIV prevention products, specifically focusing on catalyzing access to innovative solutions.
About 15 participants were drawn from Masvingo city and Ngundu where the new products are being rolled out.
Workshop agenda included feedback about the study which is introduction to CATALYSING ACCESS TO NEW PREVENTION PRODUCTS TO STOP HIV, that is Pangaea Zimbabwe’s HIV prevention efforts, overview of new prevention products (e.g., PrEP, injectable PrEP, PrEP ring), group discussions on; awareness and understanding of new products, potential benefits and challenges, community concerns and misconceptions, accessibility of products and recommendations.
