Transforming the vision of Masvingo

There are deliberate efforts to transform Masvingo into a recreational and environmentally friendly city that is full of life and opportunities for residents and visitors. 

From beautification of roundabouts, establishment of themed and amusement parks, to development of tourism projects and outdoor sporting places and scenic sites, the City of Masvingo will never be the same. 

The current recreational project along Mutare road before Caravan Park is one of several Council’s recreational projects that is being developed to create more green and recreational parks that will turn the city into a healthy and sustainable habitat for the growing urban population. 

The recreational project define the culture and values of the city, giving visitors a feel of the Great Zimbabwe through stonework and chevron partners. 

Council is confident that the plans to create more green and recreational parks will help turn the city into a healthy and sustainable habitat for the growing population. 

The park will feature walkways, cycling routes, nature viewareas, bird hides, colourful indegenious trees, manicured gardens and picnic areas among other facilities that a modern park would have.

School Development Commitee Capacity Reinforcement in Masvingo

They say a journey of a thousand miles begins with one step. The City of Masvingo in partnership with the Ministry of Primary and Secondary Education has embarked on a two-day induction workshop for Council owned schools’ (SDCs) school development committees  with the aim to reinforce the capacity of the SDCs who are charged with the responsibility of governing schools and increase parents’ active participationin school management. 

The program which has snowballed to become an annual event each time a new SDC is ushered in capacitate both school heads and committees on roles and responsibilities of SDC, the role of the Responsible Authority,  financial management, asset management, vehicle policy, recruitment procedures, audit, leadership and management principles. 

Over the years, there has been a remarkable improvement in SDC governance and management of schools. There was a leap in the number of effectively and efficiently governed Council schools. 

After training on financial and asset management, instituted changes have led to transparency in the management of school finances. This in turn has won SDCs greater confidence from the parents who are now more willing to pay school levies. 

Basically, to sustain close supervision of schools, demanding accountability is crucial. 

The two-day workshop established the following areas of concern; governance, financial management and school-community relations. The identified capacity gaps were refined.  

The workshop was graced by His Worship, the Mayor, Cllr Aleck Tabe and District Schools Inspector, Mr Ishmael Chigaba.

 Area Superintendent’s report on development status of the house.
 Cession fees as per current council tariff.
 Affidavit to consent to sell house by wife of seller.
 Copies to be certified by Z.R.P or Legal Practitioners.
 Buyer to be on council’s Housing Waiting List.

A SURVIVING SPOUSE CESSION
 ZIMRA Capital gains certificate.
 Presence of surviving spouse.
 Original and certified copy of death certificate.
 Original and certified copy of marriage certificate if one was issued.
 Original and certified copy of certificate of authority.
 Area Superintendent’s report on development status of house.
 Cession fees as per current council tariff.
 All copies to be certified by Z.R.P or Legal Practitioner.

 MATRIMONIAL HOUSE CESSION
 ZIMRA Capital gains certificate.
 Presence of seller (husband and wife) and buyer.
 Original and certified copies of I.D’s for seller and buyer.
 Own agreement of sale between buyer and seller.
 Affidavit declaring ownership of house by all and that it has not been sold before or used as collateral.
 Affidavit to consent to sell house signed by both husband and wife.
 Certificate of occupation (if any).
 Area Superintendent’s report on development status of house.
 Cession fees as per current council tariff.
 All copies to be certified by Z.R.P or Legal practitioner.

JOINT/MULTIPLE OWNERSHIP CESSION
 ZIMRA Capital gains certificate.
 Presence of parties involved.
 Original and certified copies of I.D’s for sellers and buyers.
 Own Agreement of Sale between sellers and buyers.
 Original and certified copy of Certificate of Authority if it is a deceased estate.
 Area Superintendent’s report on development status of house.
 Cession fees as per current council tariff.

WITH CERTIFICATE OF AUTHORITY
 ZIMRA Capital gains certificate.
 Presence of heir to estate.
 Original and certified copy of I.D.
 Original certified copy of Certificate of Authority stating house.
 Birth certificate of heir.
 Certified copy of death Certificate of the deceased.
 Area Superintendent’s report on development status of house.
 Cession fees as per current council tariff.
 All copies to be certified by Z.R.P or Legal Practitioner.

WITH POWER OF ATTONNEY CESSION
 ZIMRA Capital gains certificate.
 Presence of seller/buyer or attorney.
 Original power of attorney date stamped by a legal practitioner giving clearly defined powers and house number.
 Original certified copies of I.D’s for seller and buyer.
 Own Agreement of Sale between seller and buyer (attorney only sign for).
 Affidavit declaring that house has not been sold before or used as collateral.
 Area Superintendent’s report on development status of house.
 Cession fees as per current council tariff.
 All copies to be certified by Z.R.P or Legal Practitioner.

WITH COURT ORDER
 ZIMRA Capital gains certificate.
 Original Court order.
 Presence of first respondent (original Purchaser/Messenger of Court) and complaint (new purchase).
 Original and certified copies of I.D’s.
 Area Superintendent’s report on development status of house.
 Cession fees as per current Council tariff.
 All copies to be certified by Z.R.P or Legal Practitioner.

WITH LETTER OF ADMINISTRATION
 ZIMRA Capital gains certificate.
 Presence of heir to estate.
 Original and certified copy of I.D.
