JOB TITLE: PRINCIPAL ECONOMIC DEVELOPMENT OFFICER x 1
Reporting to: Town Clerk

POSITION OVERVIEW
City of Masvingo invites applications from suitably qualified, innovative, results-oriented and self-driven professionals to fill the above mentioned position. The successful candidate will be responsible for the strategic development, management, coordination and performance monitoring of the Council’s commercial enterprises, income-generating projects and business entities.
The position is intended to strengthen the Council`s commercial operations, expand its revenue base, promote investment and ensure that its business ventures operate efficiently, sustainably and in accordance with applicable laws, policies and Council resolutions.
The successful candidate will be expected to identify viable business opportunities, develop bankable business proposals, oversee business operations, mobilise investment and partnerships and implement strategies that enhance the profitability and sustainability of Council’s commercial activities.
QUALIFICATIONS AND REQUIREMENTS
- A Bachelor’s Degree in Business Administration, Business Management, Business Development, Economics, Entrepreneurship, Finance or a related field from a recognised institution.
- 5 ‘O’ Levels including Mathematics and English language
- A Master’s Degree in Business Administration, Business Management, Strategic Management, Development Finance or a related discipline will be an added advantage.
- A recognised professional qualification in project management, marketing, finance or business management will be an added advantage.
- 3 years relevant experience
- Demonstrable experience in managing or coordinating business enterprises, income-generating projects or commercial ventures.
- Experience in preparing business plans, feasibility studies, financial projections, investment proposals and commercial reports.
- Entrepreneurial mindset: Ability to identify opportunities, develop innovative solutions and promote a culture of enterprise within council.
- Clean class 4 driver`s licence
KEY DUTIES AND RESPONSIBILITIES
- Develop, coordinate and implement Councils business development and income-generation strategy in line with approved Council policies, strategic plans and economic development objectives.
- Identify, assess and recommend viable commercial opportunities that can expand Council’s revenue streams and strengthen its financial sustainability.
- Prepare annual and medium-term business development plans, complete with measurable targets, budgets, implementation schedules and performance indicators.
- Conduct market research, feasibility studies, demand assessments and competitive analysis to determine the commercial viability of proposed business ventures.
- Develop business models and investment proposals for new and existing Council enterprises, including expansion, restructuring, diversification or possible closure of underperforming operations.
- Establish systems for monitoring the performance of business entities against approved business plans, budgets and commercial objectives.
- Advise management and Council on emerging business trends, investment opportunities, market conditions and potential risks affecting the Local Authority’s commercial interests.
- Develop and implement economic development policies, plans and programmes.
- Prepare project proposals and business cases for the establishment, expansion and commercialisation of Council-owned facilities and services.
- Conduct economic research, data analysis and prepare reports.
- Identify and promote investment and local economic development opportunities.
- Identify and engage potential investors, business partners, development finance institutions and other stakeholders interested in investing in City of Masvingo commercial ventures.
- Develop investment profiles, business prospectuses and project information packages to market the Council’s approved commercial opportunities.
- Coordinate the preparation of investment proposals, partnership frameworks, memoranda of understanding and other relevant commercial documents for consideration by management and Council.
- Facilitate engagements with private sector players, financial institutions, development partners and relevant Government agencies to mobilise investment and technical support.
- Identify opportunities for public-private partnerships and other lawful commercial arrangements that can enhance service delivery and generate sustainable revenue.
- Provide technical advice on economic and development issues.
- Monitor and evaluate the impact of economic development initiatives.
- Conduct continuous market research to identify emerging business opportunities, customer needs, industry developments and potential sources of competitive advantage.
- Develop and implement marketing strategies for Council`s commercial products, facilities and services.

- Perform any other duties as assigned by the supervisor.
CONDITIONS OF SERVICE
The successful candidates will be engaged on terms and conditions applicable to Council’s approved establishment and employment policies. The positions will be subject to the approved salary grade, benefits and other applicable conditions of service.
