ADMINISTRATION MANAGER – GRADE 15 (1 POST)

Applications are invited from suitably qualified and experienced persons to fill the above post in
the Chamber Secretary department.


Job Title : Administration Manager
Grade : 15
Reporting To : Chamber Secretary


QUALIFICATIONS AND EXPERIENCE
a) Bachelor of Laws Honours (LLB) Degree
b) Masters in LLM/Business Administration/equivalent is an added advantage
c) A Minimum of 5 “O” Levels including English Language and Mathematics
d) At least 3 years post qualification experience in Administration Management at Middle
Management level preferably in a Local Authority environment
e) Have excellent managerial skills and must be a strategic thinker
f) Excellent interpersonal relations with Policy makers Management and other stake
holders.
g) Strong command and articulate in General and Labour law.
h) Must be prepared to work under pressure and at odd times
i) Must be at least 30 years of age


DUTIES AND RESPONSIBILITIES
a) Provides legal advice to Council and to the Town Clerk’s Management Team.
b) Prepares legal opinions on a wide range of issues and decisions that impact the strategic
functioning of Council
c) Briefs external Council Legal Practitioners on matters before the Courts
d) Provides legal representation before the Courts and fora
e) Attendance to all Council and Committee Meetings
f) Ensures implementation of all Council Resolutions
g) Facilitates amendments of municipal By-Laws in line with new legislation and
government policy
h) Participates in the provision of secretarial services to Council
i) Administers the Licensing process
j) Manages conveyancing of all municipal properties
k) Manages the processing of lease agreements, cessions and contracts administration
l) To provide the general management and administration of Council Assets
m) Supervises and Appraises Departmental staff
n) To carry out any other functions as delegated by the Chamber Secretary from time to time.
